Fluor Corporation (NYSE: FLR) announced today that Cibolo Creek
Infrastructure, a Fluor-led joint venture, was selected by the Alamo
Regional Mobility Authority (Alamo RMA) as the best value proposal team
for the 281 North Toll project – the first
added capacity tolled lane project in Bexar County, Texas. The Alamo RMA’s
Board of Directors authorized staff to finalize contract negotiations
with Fluor for the project.
The contract is expected to be in the range of $330 million. Fluor will
book its 55 percent share when the negotiations are complete, the
contract is signed and the project financing is in place, which is
expected to be in the third quarter this year. Cibolo Creek
Infrastructure will provide engineering, procurement and construction
(EPC) services for the 281 North Toll project. There were two teams
bidding for the project: the Fluor-led Cibolo Creek Infrastructure and a
team led by Zachry Construction Corporation and Archer Western.

The 281 North Toll Project, which is located in the rapidly growing
region around the City of San Antonio and Bexar County, includes the
design and construction of approximately eight miles of a revised
footprint for US 281 from Loop 1604 to the Bexar/Comal County Line. The
new footprint, which expands the right of way from the current
approximately 200 feet to more than 400 feet in sections, includes the
construction of cashless, all-electronic, tolled express lanes in the
center and the relocation/rebuilding of the non-tolled lanes. All of
this must be completed in a currently congested corridor, making
construction sequencing and maintenance of traffic essential.
Cibolo Creek Infrastructure is a 55/45 percent joint venture led by
Fluor with Balfour Beatty Infrastructure Inc., and will include the
services of a number of a number of local firms including HDR
Engineering Inc; Raba-Kistner Consultants Inc., Guerra DeBerry Coody,
Donze Lopez Public Affairs, Vickery & Associates Inc., Bain Medina Bain
Inc., AIA Engineers Ltd. and Pinnacle Consulting Management Group Inc.

ways to empower the local community to take charge of its transportation
