He notes that the same is true, though to a lesser degree, of the Tripartite Protocol signed by the PUK, the KDP and the Islamic Party. Invoking a complaint made by the Romanian official once that Iraqi delegates attending foreign conferences tend to leave everything behind them once they leave the conference room, the writer is very critical of this administrative and organizational malaise, which he believes to be responsible for much of the parliamentary and governmental inertia we are witnessing in present-day Iraq.
