Russia Completes 1st Stage of Troops Withdrawal - French Foreign Minister

(Source: Daily News Bulletin; Moscow - English)trackingTBILISI. Oct 10 (Interfax) - French Foreign Minister Bernard Kouchner has said that Russia has partially complied with the agreement to withdraw its troops from Georgia.

"To date, only the first stage of the withdrawal of the Russian troops from Georgia has been completed," the French minister told journalists in the Georgian town of Gori on Friday.

"Russia has partially complied with the agreement, although the agreement is not complete but it is being fulfilled gradually. This is a very complicated and long process," Kouchner said.

"The Geneva meeting will certainly focus on the political issue of Akhalgori and Kodori," he said.

"On October 15 there will be a Geneva conference on Georgia, and the issue of full liberation of Georgia from Russian troops will be discussed on that day," said the French foreign minister, adding that all refugees will return home.

"All refugees without exception should be returned home and this matter will be discussed in Geneva," Kouchner said.

The European Union will take part in restoring the infrastructure in the conflict zone, he also added.

The French foreign minister arrived in Gori on Friday afternoon, from where he and EU observers headed to the regions, from which Russian troops should withdraw before October 10, according to the Medvedev-Sarkozy plan.
