Going to the Dogs: Council Repeals Open Container Law for Derby Day

May 24--FROSTBURG -- A six-member committee has its work cut out for developing a dog park in Frostburg.

Frostburg residents Kari Bullamore, Barb Armstrong and Susan Eisel will be joined by Cumberland resident Amelia Johnson to help determine a site for dogs to frolic responsibly in the Mountain City.

City Recreation and Parks Director Brian Vought and Frostburg State University intern Jamila Ahmed were added to the list approved by the mayor and City Council on Thursday evening.

Phase 1 project plans also include estimating the project costs, creating rules and methods of enforcement, and meeting with home owners and businesses adjacent to the site.

Once the plan is approved by city officials, construction may begin. The committee will continue to promote the canine recreational haven and raise money with the Foundation for Frostburg.

Repairs, expansion and improvements will be part of the big picture as funding permits.

Other actions approved Thursday evening include:

--Repealing the open container law with certain restrictions from noon to 6 p.m. July 4 for Derby Day. The intent is to promote purchase of alcoholic beverages from local businesses, and no glass containers will be allowed.

--A contract with AuditHead LLL to review utilities and telecommunications systems for billing errors, improvements and/or cost savings. The company will be compensated based on 50 percent of any savings to the city.

--A community development planner job description.

--A settlement agreement with Lexon Insurance and Frostburg Associates to repair or complete infrastructure at Prichard Farms at a cost of $111,464.

--Submission of applications for the Savage transmission main project and Braddock Road improvements.

--Final fiscal 2010 budget that includes nearly $3.7 million corporate funds; $1.18 million for water; $4.7 million for sewer, with $3.6 million of that dedication to construction; and $400,000 for garbage.

--Mission statement for the 2012 bicentennial celebration. The city also was presented a $5,000 donation for the bicentennial by John Balch on behalf of PharmaCare.
