The companies will combine Tibco's ActiveMatrix Policy Manager and ActiveMatrix Service Performance Manager with HP's SOA Systinet lifecycle governance software for enterprise customers.

Tibco said the combined offering will reduce the risk and complexity associated with adopting SOA including identifying and defining appropriate services, managing the lifecycle of service assets, and measuring effectiveness.
