Council Takes a Mulligan: Will Focus on Resolution Change

Aug. 10--Because of minor changes and a change of election date, the Duncan City Council is taking a mulligan on all resolutions passed at the June 23 regular meeting.

So, Tuesday's regular meeting will focus on getting resolutions changed and a new election date will be set for Oct. 13, if the council approves the measure.

The council will also look at an item involving a contract with Ochsner Hare & Hare, planning consultants and landscape architects, for a contract to update the City of Duncan General Plan not to exceed $80,000.

A resolution modifying the fees, licenses and fines for the City of Duncan including the alcoholic beverage special-event permits, taxi cab drivers' permits and an electrical inspection fee will be considered.

The council will also consider changes to the city charter that include the start of the fiscal year to coincide with the first day of January, deleting the requirement for a primary election for the office of mayor and city councilmen, having candidates running for mayor or council seats file at the Stephens County Election Office, changing the term from three to four years for those elected in the future to the office of mayor and the council.

Another item on the agenda would eliminate the primary election no matter the number of individuals wishing to run for the office but keeping in place the right of each citizen to cast a vote in place. A date for the special election will also be up for discussion.

The council will then consider bids for the Water Treatment Plant TOC Reduction Project and for the mayor to execute the contract.

The sale and delivery of a promissory note to the Oklahoma Water Resource Board ratifying and confirming the lease of certain revenue-producing utility systems to Duncan Public Utilities and other provisions related to the lease will also be discussed. The council will also consider approving the indebtedness of Duncan Public Utilities Authority and waving competitive bidding in respect to the note, ratify and confirm the lease, establish the city's reasonable expectation with respect to the issuance of tax-exempt obligations.

A presentation on the financial statements for the year ending June 30, 2009, will be made before the meeting is adjourned.

The consent agenda consists of the following items:

--Dillon Construction Co. Pay Request No. 1 in the total amount of $8,137.80 for services rendered on the Building Improvements 08-09 Project.

--Dillon Construction Pay Request No. 2 in the total amount of $19,185.08 for services rendered on the Revenue Bond Concrete Road Improvements 2009 Project.

--Dillon Construction Co. Pay Request No. 3 (Final) in the total amount of $24,971.90 and set the maintenance bond into effect for the Design/Build Lake Fuqua Pavilion Project.

--Dillon Construction Co. Pay Request No. 14 (Final) in the total amount of $5,000 and set the maintenance bond into effect for the Airport Terminal Construction Project.

--CTS Pay Request No. 4 in the total amount of $7,375.18 for engineering services rendered in conjunction with the Pump Station Improvements Project.

--Miller Construction Pay Request No. 11 in the total amount of $53,064.56 for services rendered on the Waterline Improvements 2007-08 Project.

--EST Inc. Pay Request No. 24 in the amount $76,367.24 for professional services rendered in conjunction with the Revenue Bond Street Improvements Project.

--T&G Construction Pay Request No. 18 in the total amount of $296,848.95 for services rendered on the Revenue Bond Road Improvements 2007 Project.

--Award bids for janitorial services for city-owned facilities as follows: Police Complex, Municipal Court, Library, Electric Complex and City Hall to A&J Cleaning for $2,640 per month.

--Award bid for police ammunition to GT Distributors in the total amount of $37,486.60.

--Purchase of repair clamps, copper tubing and gate valves for the Water Distribution Department in the amounts listed on the bid tabulation.

--Contract between the City of Duncan and Christians Concerned for the lease of a portion of the building located at 702 W. Willow.
