EDITORIAL: Now is Right Time for Local Development Projects

Oct. 19--A flurry of local economic development activity might leave some wondering whether area leaders' timing is off. The economy is depressed, unemployment is high and tax revenues are down.

Indications are, though, that this is exactly the right time to position the Decatur area for a new beginning.

The activity is striking. A $2.5 million fundraiser began last week for downtown redevelopment in Decatur. The Decatur-Morgan County Chamber of Commerce last week selected the leaders of a study group that will look at ways to improve the quality of life in Morgan County. The Morgan County Economic Development Association is coordinating an ambitious business park on Interstate 65 near Hartselle, with a groundbreaking expected by next month. A robotics training center is under construction at Calhoun Community College.

But aren't we in a recession?

Actually, probably not. Most economists believe the nation has left the recession, and by many measures the Decatur area is leaving it more quickly than most.

Morgan County unemployment -- still painfully high -- dropped in September. Personal income in the state increased the same month.

Local industries, lethargic for a year, are waking up. Nucor's galvanizing plant has begun production, and United Launch Alliance is enjoying a spurt of new life with the addition of Atlas V production.

We also must remember that Huntsville -- our most valuable ally in some respects -- also is our competitor. Like Decatur, the city just unveiled a downtown redevelopment effort. Both cities are vying for the types of companies that place value on their employees' quality of life.

Few expect a rapid economic expansion as we emerge from the doldrums, but area leaders are wise to position the Decatur area for growth.
