In the second of four purchases for the electricity to serve customers
beginning in January 2011, moderate wholesale market conditions resulted
in lower electricity prices compared to the company's last purchases in
June 2009. The September 2009 purchases resulted in a retail energy
price of 9.16 cents per kilowatt hour (kWh) for PECO's residential
customers.
When combined, the June and September purchases result in a retail price
of 9.41 cents per kilowatt hour (kWh) for PECO's residential customers,
about a 4 percent increase compared to current prices. For the first
time, the company also purchased electricity for its small and mid-sized
commercial customers. This purchase resulted in a retail price of 9.79
cents per kWh, about the same as current prices.
Because energy prices fluctuate, PECO is buying the electricity needed
in 2011 four different times -- reducing the risk to customers of
purchasing electricity all at one time when market prices could be high.
PECO will complete the remaining two purchases in June 2010 and
September 2010. The results of all four purchases will determine the
price PECO's customers will pay for electricity beginning Jan. 1, 2011.
Because of market fluctuations, and other customer and environmental
programs, PECO is helping customers prepare for what could be an overall
increase of 10 -- 15 percent.
"I am pleased that the level of competition and resulting prices is
helping reduce the price increase for our customers," said Denis
O'Brien, PECO president and CEO. "We know that an increase of any amount
can be difficult for customers, so PECO also has many programs and
options to help make the 2011 transition to market-based rates as smooth
as possible."
These programs include PECO's Early Phase-In program, which gives
customers the option of preparing in advance by paying a little more
each month beginning 2009. Those payments, plus a 6 percent annual
interest paid by PECO, will be applied to customer accounts beginning in
January 2011 to help offset any price increase. Customers may enroll in
this program until December 2009.
PECO's energy saving programs to help customers save money by using
energy more efficiently include deeply discounted compact fluorescent
light (CFL) bulbs at more than 800 stores; rebates on energy efficient
appliances and products; home energy audits' to help customers
understand where they can save money by using energy more efficiently;
payment and pick-up service for older, inefficient appliances; and new
time of use' rates to encourage energy use at times throughout the day
when power prices are lower. In total, these programs will help
customers reduce their energy use by 1.2 billion kilowatt-hours by 2013.

The electricity that PECO buys will be available to customers who do not
choose to purchase their electricity from a retail energy supplier. PECO
will continue to ensure the safe, reliable delivery of electricity to
all customers, regardless of whether or not they purchase electricity
from another supplier.
