Palmyra Council OKs Drainage Plan

Oct. 28--PALMYRA -- Borough Council this week approved a plan to fix flooding problems on Sycamore Lane.

Several residents had taken their concerns about stormwater accumulating on the roadway of the two-block-long street at the southeast corner of the borough to council at a previous meeting.

Borough manager Roger Powl said he and his staff explored different options.

"There is really no good solution because of the flat nature of the topography there and the lack of any existing drainage facilities or discharge points," Powl said.

He recommended borough crews could overlay the road, which will put a crown in the center of the street. That would allow water to run to the curb edges and then to the stormwater pipes that already exist on the street, he said.

He estimated the project would cost about $29,000.

In other business, council:

* Recommended approval and recording of the Rite Aid preliminary and final land-development plan to the Lebanon County Planning Department. The council also approved a resolution authorizing the sewer-planning module for the proposed Rite Aid development plan be forwarded to the state Department of Environmental Protection for review and approval. Rite Aid plans to build a new store on a site where Members 1st Federal Credit Union is building its branch along Route 422 across from the Palmyra Shopping Center. Rite Aid plans to close its stores in the shopping center and at the corner of Forge Road and Route 422;

* Recommended approval and recording of the Jubilee Ministries final subdivision and land-development plan for a four-unit townhouse at North College and West Arch streets to the Lebanon County Planning Department;

* Approved a proposal from Brown, Schultz, Sheridan & Fritz in the amount of $15,650 to conduct the 2009 audit;

* Tabled a discussion on incremental yearly rate increases vs. a one-time increase that will be necessary to fund the borough's costs associated with the construction of a regional wastewater treatment plant by North Londonderry Township. The council will discuss the issue at its Nov. 10 workshop at 6 p.m.

The next borough council meeting will be held at 7:30 p.m. on Monday, Nov. 23, in the council chambers.
