Oct. 30--While work continues on Lincoln Street, the members of the Tax Incremental Finance (TIF) Board kept an eye on the project updates at the group's regular meeting this week.
The coordination efforts regarding the utility relocation aspect of the Lincoln Street Reconstruction Project were moving along well, Street Commissioner Mark Klosterkemper explained. The contractor will be on site Monday.
Despite the project moving forward, the premature demolition of the Giddings Cleaners property on Lincoln Street has caused problems. The result of vandalism, a large chunk of the building was trashed by the back-hoe that sits on the property preparing to bring the building down. The building was scheduled to be torn down before the road construction portion of the project hits the area. Originally, much of the contaminated soil that sits beneath the former cleaning operation was to be removed, forcing the closure of Barachel Lane on Monday, Oct. 5. Klosterkemper said that the Indiana Department of Environmental Management (IDEM) has been notified and are involved to deal with lingering asbestos. Currently, those involved are awaiting a plan from IDEM, Klosterkemper noted.
The Street Commissioner next informed the TIF Board that Vectren Energy is working in the area of Lincoln Street on their own project, as part of their annual maintenance work. Klosterkemper also introduced new city engineer Gary Murray and RW Armstrong's Tom Shannon, who will work as chief inspector, to the TIF Board.
Before adjourning, the TIF Board paid $494.60 in bills, including payments to Maverick Insurance for bonding and the final bill to HNTB. The payments were approved unanimously.
Currently, plans are to have the next meeting of the TIF Board at 6:30 p.m. on Wednesday, Nov. 18 at City Hall, pending advertising plans.
