While the current environment will be challenging for investment portfolios, we think that, at its current multiple, the stock trades at a significant discount to its peers. Dec. 5--Minneapolis neighborhoods and the Target Center will be guaranteed a 10-year pool of funding that the city hopes will be worth at least $5 million annually for each under a policy adopted Friday by the City Council.
Half of the money will refinance the city's neighborhood programs, including locally set priorities, now that previous funding for the Neighborhood Revitalization Program [NRP] has ceased.
The Target Center money will help retire the city's 1995 debt for buying the 19-year-old arena, which is to be refinanced next week.

Dutch DSB bank declared bankrupt

AMSTERDAM - A Dutch court declared DSB Bank NV bankrupt on Monday, ending hopes the regional lender, which suffered a run on deposits, might be sold or bailed out.
The privately-owned bank is the first to go bust in the Netherlands since last year, though the government and regulators insist its failure was not directly related to the credit crisis.
"The court concludes that the utmost was done for DSB to continue as a whole entity, and there is no prospect of that anymore," the Amsterdam District Court said in a summary of its ruling.

Aug. 27--TOKYO -- Sony Life Insurance Co. and major Dutch insurer Aegon Group said Thursday their joint venture in Japan has got a life insurance business license from the Financial Services Agency and will start business operations in December.
Aegon Sony Life Insurance Co. will sell variable annuity insurance products, they said.

Dutch insurer Aegon posts euro161 million loss in 2Q

AMSTERDAM - Aegon NV, the Dutch insurer, reported a euro161 million ($229 million) loss for the second quarter on Thursday due to impairment charges and announced plans to issue up to euro1 billion ($1.42 billion) in new shares.
The 2009 loss included euro393 million in impairment charges, mostly on investments related to the U.S. housing market, and a euro353 million loss from the sale of the Taiwanese activities.
Stripping out those losses, operating earnings in the quarter would have been euro373 million ($528.54 million), the company said, versus euro644 million in earnings a year ago and better than a euro219 million loss in the first quarter of 2009.

Aegon, a Netherlands-based insurance group, has announced that it is launching Secure Lifetime Income, a new variable annuity investment product aimed at the pre- and at- retirement market.
Aegon has said that its Secure Lifetime Income, available from June 29, 2009 offers customers a guaranteed minimum income of between 3.5% and 5% of their original investment from age 60, with the added benefit of allowing them to easily access their remaining capital at any time, should they require this.
Aegon's Secure Lifetime Income bridges the gap between the guaranteed income of a purchased life annuity and the flexibility of an investment bond, added Aegon.

Clark Consulting Releases Report on "Deferring Income in an Uncertain Tax Environment"

Even if taxes are likely to increase over the next few years, most higher tax tier employees would be better off deferring compensation rather than paying taxes now, according to a study by Clark Consulting.
The findings suggest that in all but a few scenarios, even if taxes do rise in the years ahead, the accumulated savings that may be achieved over the long term through deferral of income and related taxes under a non qualified deferred compensation program, are still greater than the amount that could be accumulated through after tax investing in a personal investment account.
"In almost all scenarios, the deferred compensation plan provides superior results," the authors concluded.

AEGON aims to raise up to EUR 1 billion through an equity issue via an accelerated bookbuild beginning today. AEGON intends to use the proceeds of the equity issue to repay up to EUR 1 billion of the total EUR 3 billion of core capital obtained last year from its largest shareholder, Vereniging AEGON, funded by the Dutch State. The decision to repay by December 1, 2009, is conditional on AEGON's capital position and the outlook for the economy and financial markets not deteriorating materially.
