Oct. 20--AUSTIN -- Executives of the nation's top oil companies huddled in Austin on Monday with the industry's top lobbying group, and while the meetings were private, it was clear that a central topic was climate change legislation that could cost the industry billions.
"It's just not the time to be passing legislation that kills jobs in the United States," said Larry Nichols, CEO of Devon Energy and chairman of the American Petroleum Institute, following the trade group's annual meeting at a resort hotel east of the city.
The industry has "a lot of education to do" to highlight its importance to the U.S. economy and the flaws contained in proposed climate change policies, API CEO Jack Gerard said.

Oct. 11--In the next several years, more raw heavy crude oil will course through the pipelines that serve as the lifeblood of BP Whiting Refinery's $3.8 billion modernization project, begun in 2008 and set for completion in 2012.
While the oil is flowing from Canada's Alberta province, environmental and trade groups are ramping up battles focused on whether a less damaging, more environmentally friendly source is available.
The Energy Resources Conservation Board of Alberta, an independent government agency, estimated its oil sands are the second-largest source of the world's proven crude oil reserves -- 173 billion barrels -- next to Saudi Arabia.

Interior Department to End Scandal-Plagued Oil-and-Gas Royalty Program

WASHINGTON _ The Interior Department is ending a controversial oil-and-gas royalty program that was at the center of a sex and drugs sex scandal in the federal Minerals Management Service, Interior Secretary Ken Salazar said Wednesday.
Testifying before the House Natural Resources Committee, Salazar said he would phase out the program, which allows energy companies drilling on federal lands to pay royalties in the form of oil or gas, instead of cash.
The Interior Department inspector general issued a report last year describing "a culture of substance abuse and promiscuity" over a five-year period at the Denver-based office of the Minerals Management Service that deals with royalty-in-kind payments.

Friends and foes in Anchorage this week are taking their ideas and concerns on the public circuit, with an anti-bill rally on Monday and a pro-bill roundtable discussion scheduled on Wednesday.
At Monday morning's downtown rally, Alaska business leaders and political conservatives argued that the bill will cook Alaska's goose: future oil and gas production, both onshore and offshore.

EDITORIAL: Oklahoma Not Alone in Feeling Pinch of Low Prices

Aug. 28--A news story in The Wall Street Journal this week made it clear that the rest of oil and gas country has caught up to Oklahoma, in the way of falling revenue.
The study projects that by 2030, refining production in this country could fall by 17 percent from current levels if Waxman-Markey is passed as now proposed.
The Journal said the API report is expected to be released Monday.

Oil Refiners: Cap-and-Trade Will Cost

Aug. 27--Oil refiners, including regional giant Sunoco Inc., say that proposed federal legislation aimed at curbing global warming could impair fuel production nationally and in the region, where it is a mainstay of the economy.
API said the analysis by EnSys Energy shows the "devastating" effect the American Clean Energy and Security Act would have on U.S. jobs and energy security.
While the proposed bill would dramatically reduce greenhouse-gas emissions from U.S. refineries, there would be only a slight worldwide reduction as fuel production shifted overseas, the study said.

Climate Bill Called Blow to U.S. Jobs, Refining

Aug. 25--Proposed climate change legislation would deal a particularly harsh blow to the U.S. refining industry, leading to less U.S. investment by the sector, a drop in production, lost jobs and more fuel imports from foreign refiners not subject to the same restrictions, an oil industry-backed study says.
What's more, it would have only a minor impact on reducing refinery air pollution globally, since lower emissions in the U.S. would by offset by higher emissions at foreign fuel plants, where production would increase, the study said.
"The study clearly shows the devastating impact this legislation could have on U.S. jobs and U.S. security," said Jack Gerard, president of the American Petroleum Institute, which commissioned the report by Lexington, Mass.-based consultant EnSys Energy and released it Monday.

Climate Change Debate to Come to Greeley

Aug. 22--An oil-lobby funded rally will come to Greeley on Tuesday to sway residents against upcoming climate change legislation.
The event, billed by the American Petroleum Institute's "Energy Citizens" as a rally for jobs and affordable energy, has been called by Greenpeace a coordinated and staged attack on upcoming climate change legislation.
The rally in Greeley, one of 22 planned throughout the country, will start at 12:30 p.m. at Island Grove Regional Park.

Advanced Photonix, Inc. , today announced that it has filed a Form 8-K with the Securities and Exchange Commission announcing the terms of its recent First Amendment to a Loan Agreement with The PrivateBank and Trust Company, effective as of March 31, 2009, which amended a Loan Agreement dated September 25, 2008, between the Company and the Bank. The amended agreement altered the company's minimum debt service coverage ratio and lowered the required levels of adjusted EBITDA and base net worth. The original Loan Agreement provided for a line of credit permitting borrowings by the Company of up to a maximum of $3 million and a term loan to the Company of $1.7 million. The availability of borrowings under the Line of Credit was determined by the calculation of a borrowing base that included a percentage of eligible accounts receivable and inventory.[More...]
