      <description><![CDATA[&lt;ul&gt;&lt;li&gt;Nov. 26--The world's largest mining firm, BHP Billiton, has concluded negotiations with state-controlled Philippine National Oil Co.-Exploration Corp. (PNOC-EC) for a joint venture in a petroleum block in offshore Palawan. &lt;/li&gt;&lt;li&gt;PNOC-EC told the Philippine Stock Exchange that under the agreement, BHP Billiton would take control of 75 percent of service contract 59, while PNOC-EC will retain the remaining 25 percent once the deal is approved by the government. &lt;/li&gt;&lt;li&gt;BHP Billiton will shoulder the cost of developing the petroleum block, which is located off the southwestern most tip of Palawan, close to the oil-producing Kikeh field in Sabah.&lt;/li&gt;&lt;ul&gt;<a href=http://www.istockanalyst.com/article/viewarticle/articleid/3667377>[More...]</a>]]></description>
