      <description><![CDATA[&lt;ul&gt;&lt;li&gt;Oct. 28--There was no let-up for the banks this morning as they came  under fresh selling pressure in the wake of the EU's insistence that the Dutch  state-aided bank ING must be split in two. &lt;/li&gt;&lt;li&gt;Both have received billions of pounds in government aid with the  taxpayer now owning 43 percent of Lloyds and 70 percent of RBS.
