      <description><![CDATA[The other day, I posted about two popular emerging market ETF (EEM, VWO) choices. While you aren't likely to go too wrong adding one of these two major ETFs to your portfolio, I believe you can do better.The three choices I examine here are all fundamental analysis ETFs, rather than based on old-fashioned market weighted capitalization like the prior two choices. What this means is the underlying stock choices are chosen on a rules-based entry system rather than how fat (or skinny) the valuations have gotten.       <title>Survey Shows Stronger Support for Wind Turbines at Other Sites in Narragansett</title>

      <description><![CDATA[&lt;ul&gt;&lt;li&gt;Oct. 22--A survey of 430 Narragansett residents conducted last summer by  the state Department of Environmental Management found significant support for  installing at least one wind turbine on public land at Black Point. &lt;/li&gt;&lt;li&gt;However,  each of the four other sites in town being considered received greater  support. &lt;/li&gt;&lt;li&gt;Draft results of the survey were released to The Journal by DEM Director  W.       <title>Environmentalists Decry Black Pt. Turbine Plan</title>

      <description><![CDATA[&lt;ul&gt;&lt;li&gt;Oct. 21--PROVIDENCE -- Save The Bay, the leading environmental  organization in Rhode Island, is opposing a plan to erect a wind turbine at  Black Point, a coastal property in Narragansett that was preserved two decades  ago using state open-space bonds. &lt;/li&gt;&lt;li&gt;The plans  being developed by the state Department of Environmental Management and the  Town of Narragansett include the installation of up to six large wind turbines  at various sites in the town. &lt;/li&gt;&lt;li&gt;The main focus of the environmentalists' concerns are the 42 acres at  Black Point, a rocky strip on Rhode Island Sound the state purchased from  Richard P.       <title>East Providence to Seek Bids for Wastewater Plant Upgrade</title>

      <title>Tiverton Residents to Ask Court to Enforce Toxic-Soil Settlement</title>
