Three Excellent Emerging Market ETF's

The other day, I posted about two popular emerging market ETF (EEM, VWO) choices. While you aren't likely to go too wrong adding one of these two major ETFs to your portfolio, I believe you can do better.The three choices I examine here are all fundamental analysis ETFs, rather than based on old-fashioned market weighted capitalization like the prior two choices. What this means is the underlying stock choices are chosen on a rules-based entry system rather than how fat (or skinny) the valuations have gotten. Survey Shows Stronger Support for Wind Turbines at Other Sites in Narragansett

Oct. 22--A survey of 430 Narragansett residents conducted last summer by the state Department of Environmental Management found significant support for installing at least one wind turbine on public land at Black Point.
However, each of the four other sites in town being considered received greater support.
Draft results of the survey were released to The Journal by DEM Director W. Michael Sullivan in response to a letter sent this week by six Rhode Island environmental groups expressing concerns about the agency's wind-energy project in Narragansett.

Environmentalists Decry Black Pt. Turbine Plan

Oct. 21--PROVIDENCE -- Save The Bay, the leading environmental organization in Rhode Island, is opposing a plan to erect a wind turbine at Black Point, a coastal property in Narragansett that was preserved two decades ago using state open-space bonds.
The plans being developed by the state Department of Environmental Management and the Town of Narragansett include the installation of up to six large wind turbines at various sites in the town.
The main focus of the environmentalists' concerns are the 42 acres at Black Point, a rocky strip on Rhode Island Sound the state purchased from Richard P. Baccari's Downing Corporation in 1989 to protect it from residential development.

East Providence to Seek Bids for Wastewater Plant Upgrade

Apr. 23--EAST PROVIDENCE -- The city recently took another step toward making critical capital improvements to its wastewater treatment plant.
Other capital improvements include covering the initial sewer treatment process area to control odor; computerizing the entire treatment process; improving the digestion and sludge storage areas; and replacing the Watchemoket Cove pump station to help reduce stormwater overflow.
To upgrade the plant by the DEM's 2012 deadline and give it the capacity to handle the waste of a potential full buildup of the city's waterfront, consultants said, will cost $70 million.

$70 Million for Sewage Treatment Plant Rehab

Apr. 20--EAST PROVIDENCE -- Upgrading the city's wastewater treatment facility to comply with environmental regulations and handle the potential full build-out of East Providence's waterfront may cost $70 million.
The department has been pressuring the city for years to make the improvements.
The City Council had a workshop April 14 and is expected to approve a 300-plus-page request for proposals at its Tuesday night meeting.

Wind-Turbine Plan Proposed in Narragansett

Feb. 17--People hiking out to Black Point or the Camp Cronin fishing access in Narragansett may one day find something new on the rugged and scenic coastline -- large commercial wind turbines.
In addition to Black Point, the state is looking at land at the west end of the Escape Road in Galilee and land owned by either the state or Providence at Camp Cronin, on the west shore of Point Judith.
Narragansett is looking into the feasibility of erecting a turbine near its sewage treatment plant south of Scarborough State Beach.

Tiverton Residents to Ask Court to Enforce Toxic-Soil Settlement

Feb. 5--PROVIDENCE -- North Tiverton residents are expected to ask a federal court tomorrow to enforce the terms of a tentative $12-million settlement with the Texas-based utility Southern Union for the cleanup of toxic soil in about 100 properties.
According to U.S. District Court records, Southern Union agreed last April to pay $9 million in damages and $3 million for the cleanup of cyanide, lead, arsenic and other contaminants -- as long as the town and the state Department of Environmental Management signed off on any claims against the utility.
But a dispute has developed over details of the tentative agreement.
