Guthrie Pushing for More Openness: Bill Would Call for Legislation to Be Put on Internet for 72 Hours Before Voting

Nov. 1--U.S. Rep. Brett Guthrie, R-Bowling Green, is trying to increase public transparency for Congressional legislation.
Guthrie wants legislation posted online for 72 hours before Congress votes on it and is co-sponsoring HR 554, which was filed earlier this year.
As evidence of the need for such transparency, Guthrie cites the passage of stimulus legislation, the details of which are still unfolding for the public.

Extending Credit: 2 Area Lawmakers Back Prolonging Homebuyer Program

Oct. 21--One of the few bright spots in the nation's struggling housing market has been an $8,000 federal tax credit for first-time homebuyers.
"I'm co-sponsoring a bill to extend it," said Rep. Adam Schiff, D-Pasadena.
The legislation Schiff referred to is HR 1993, the First Time Homebuyer Credit Extension Act of 2009.

Signs of Employment Life Found Amid Tough Market in Fox Valley: New Hiring Expected in Some Fox Valley Job Sectors

Oct. 13--The Society for Human Resource Management projects that modest hiring is expected to bring more jobs than layoffs this month in the manufacturing and service sectors.
But the forecast in its Leading Indicators of National Employment (LINE) report is tempered by reality.
Specifically, 33 percent of HR professionals surveyed said their firm will increase staffing while 15 percent will cut jobs, according to SHRM's poll that drew responses from 1,000.

Oct. 10--IF THE climate of the world is changing because of man-made pollution -- a thesis supported by a majority of the global scientific community -- then a sense of urgency is essential if something is to be done before it's too late.
Unfortunately, a sense of urgency still seems to be missing.
To be sure, fine words are spoken, as they were when President Obama and Chinese President Hu Jintao pledged action last month at a daylong climate summit at the United Nations preceding the G-20 summit in Pittsburgh.

Consumer Confidence on Upward Trajectory in UAE, Rising for the Second Time This Year, Latest Bayt.Com and YouGov Survey Reveals

Oct. 5--Residents across the UAE are feeling a marked improvement in economic conditions, as consumer confidence rises for the second time this year, according to the latest Consumer Confidence Index (CCI).
The Consumer Confidence Index, a quarterly survey conducted by the Middle East's number one job site -- Bayt.com in conjunction with research specialists YouGov, found that the UAE moved up the index by 9.3 points, continuing the country's course of improved consumer confidence from the last quarter.
Despite being one of the only countries in the Middle East to record a consistent improvement in consumer confidence over the past year, Lebanon in this wave was the only country to deteriorate, moving down the index by 0.7 points.

Oregon Congressman Wants Credits for Energy Upgrades in Commercial Buildings

Sep. 30--U.S. Rep. David Wu, D-Ore., unveiled bills today that would provide $100 million in tax credits for energy efficient commercial buildings and allow residential fuel cells to get the same tax breaks as fuel cells used in businesses.
Wu, a Portland Democrat, said he modeled his "building energy tax credit" after Oregon's business energy tax credit.
In a press release, Wu called the lack of a break for energy efficiency improvements a "gaping hole" in federal support for sustainable buildings.

T. Boone Pickens Promotes Natural Gas Bills at Long Beach Convention

Sep. 24--LONG BEACH -- BP Capital Management founder and chairman T. Boone Pickens on Wednesday urged professionals in the solid waste industry to support two upcoming bills that would further efforts to make natural gas an alternative for fuel.
Pickens, who gave the presidential keynote address at the Solid Waste Association of North America's WASTECON 2009 at the Long Beach Convention Center, asked those in the audience to support HR 1835 and SB 1408, or the New Alternative Transportation to Give Americans Solutions Act, which would encourage and incentivize the use of natural gas as transportation fuel.
Switching out diesel-run vehicles such as 18-wheelers for those that run on natural gas could be a "game changer" for the U.S., Pickens said.

Employee Furlough Days May Be Reduced

Sep. 6--BROOKSVILLE -- County commissioners Tuesday will consider Tuesday whether to decrease the number of unpaid furlough days for government employees next year from 12 to either 10 or eight, depending on work hours.
Originally, the Human Resources Department had recommended 12 furlough days for all employees, with a projected savings to the general fund of $533,365.
However, after obtaining a legal opinion regarding the Fair Labor Standard Act, HR Director Cheryl Marsden is recommending 10 days of unpaid time off for eight-hour employees and eight furlough days for 10-hour employees.

Aug. 23--SANFORD -- U.S. Rep. Bob Etheridge (D-Lillington) said Friday that while the current bill before Congress isn't perfect, he's confident Americans will have a reformed health care system by year's end.
Etheridge and his aid Don Owens sat down with The Herald for an hour-long discussion on health care, an issue that currently has the country sharply divided.
He told The Herald he understands HR3200 -- the 1,000-plus page bill aimed at providing "affordable, quality health care for all Americans and reduce the growth in health care spending" -- has much opposition, but he said he's confident it's the right direction for the country.
