This gridlock is exacerbating the negative impact the global recession is already having on Japan's export-driven economy, which is being harder hit than North American and European economies. The Basil Capital Accord dictating minimal capital requirements for banks was implemented in March 1993. This included two tiers of allowable capital, Tier 1 and Tier 2.
