Alex’s Notes: Hat tip to Simon Heapes who pointed this article out to me this morning. I certainly found the amazing drop in oil price strange when it occurred. When I see an amazing rise or drop, I have learned (ok call it being cynical) that many times it might just be someone tinkering in the markets. I have seen far too much evidence of this kind of tinkering PERSONALLY to just dismiss it anymore. So when a massive shift occurs, not only do I look at market fundamentals, what the technical traders are saying, but also I look for motive and manipulation. Various individuals have argued for drilling in the Outer Continental Shelf (OCS) as a means to affect the price of oil. This is true despite this recent assessment by the Department of Energy's Energy Information Administration, the Federal Government's nonpartisan analytical group on energy issues. At a time of disappointing Fed interest rate moves, failing retailers, and U.S. recession worries one stock has received an A+ by Wall Street today, the company is MAXIMUS, Inc. (Public, NYSE:MMS). MAXIMUS employees are running around today chanting "MAXIMUS, MAXIMUS!!!" like a scene out of Ridley Scott's Gladiator (can't you imagine Russell Crowe standing on top of their Virgina headquarters?) Federal Agency Gives Shell OK to Drill in Beaufort Sea

Oct. 23--The U.S. Minerals Management Service on Oct. 19 gave conditional approval to plans by Shell Offshore Inc. to drill two exploration wells in 2010 on two outer continental shelf leases in Alaska's Beaufort Sea.
It was the first action taken by the Obama administration on Alaska outer continental shelf exploration.
The North Slope Borough, which opposed a similar plan from Shell in 2007 and filed a lawsuit to stop the drilling, has made favorable comments about the latest proposal.
