Legislation is pending, and every step forward will need to be one that considers the color green. The list that follows is a breakdown of five green utilities that are publicly traded, all of which are in the process of turning their businesses green to stay at pace with this pending worldwide movement. 1. Florida Power & Light (FPL): The forecast for South Florida[More...]

Oct. 30--The rows of white turbines spinning over wheat fields and ridgelines in eastern Oregon are ample evidence that renewable energy from wind is real and growing.

So much so that the aging network of transmission lines and power stations that carries energy around the region is loaded to its limits.

And thousands of miles of new power lines carried by skyscraper-sized steel towers will need to be laid across deserts, farms and forests as more wind farms rise in farther-flung corners of Oregon and the West.

Oct. 30--Portland General Electric Co. said Thursday that recession continues to drag down demand and undermine financial results even as it cuts costs to operate more efficiently.

As a result, the company said it will file another rate case in 2010, seeking to increase electricity rates for its 818,000 customers in January 2011.

Utility results are a good proxy for the level of economic activity in general.

PORTLAND - Portland General Electric Co. on Thursday reported a profit for its third quarter after a refund to customers wiped out the utility's earnings during the same period a year earlier.

Oregon's largest utility said net income climbed to $32 million, or 43 cents per share, for the quarter through September, compared with zero for the year-ago period when a customer refund ordered by the Oregon Public Utility Commission reduced net income by $20 million.

Higher income in the latest quarter also was driven by a 2009 general rate case, an increase in the fair value of certain benefit plan assets and lower administrative costs.

Judge Rejects Portland General Electric Argument in Coal Plant Pollution Case

Oct. 2--When Portland General Electric built its Boardman coal plant in the 1970s, regulators allowed the company to avoid new laws that required tougher pollution controls at the electricity plant.

Nearly 35 years later, a U.S. district court judge has ruled that he has the authority to review whether that was the right call or not, which could mean tens of millions in extra costs for Oregon's largest electric utility.

The Sierra Club and other environmental groups are suing PGE, alleging that the utility has improperly evaded pollution controls at Boardman required under the Clean Air Act.

Oct. 1--Facilities that produce large amounts of global warming gases will, for the first time, be regulated under federal clean air laws.

That encased dozens of businesses in Oregon, from Oregon Health & Science University in Portland to Ash Grove's cement plant in Baker County, whose annual output of carbon dioxide and other so-called greenhouse gases exceeds the proposed threshold.

That means those facilities will be forced to better track their emissions, but more significantly, any new large source of greenhouse gases -- such as a new power plant, or a significant modification to an older facility -- would have to prove it was doing everything possible to limit the heat-trapping gases that most scientists agree are altering the Earth's climate.

Sep. 23--State regulators on Tuesday approved a Portland General Electric Co. pilot program to charge variable electricity rates, which the utility hopes will motivate residential customers to shift or reduce their consumption during periods of unusually high demand.

The goal is to see how much the utility can reliably shave customer's consumption by sending real time price signals and, in some cases, controlling energy use within customers' homes.

The Northwest still has relatively low electricity rates, and the present system of flat rate pricing means customers have no sensitivity to wholesale market prices or motivation to alter their consumption.
