Satyam's New Beginning?

Shares of Satyam Computer Services Limited (SAY) have soared nearly 23% in early trading today following a buy-rated coverage initiation by a sell-side firm. Yesterday, the stock had risen 33.8% in an apparent response to the company's release of unaudited financials indicating profitability for its December quarter. The company also stated that it was profitable for both the months of January and February of 2009. SAY recently announced the appointment of the four nominee directors of Venturbay Consultants Private Limited to the board of directors of the Company, effective as of May 27, 2009. Accordingly, the Board now comprises ten directors, including six directors appointed in January by the Central Government. More Cash, Less Debt = Stock Market Gains?

Today there were a couple of posts about how tech stocks are currently especially attractive because they hold plenty of cash and tend to have little debt. Paul Kedrosky initially caught my eye with his post "Tech Cash is King" which in turn pointed me to a story on Bloomberg by Eric Martin. I ran a screen tonight that looked at both cash and debt. Specifically, I screened for a Price-to-Cash ratio under three, a Debt-to-Equity ratio under three and a Market Cap greater than $2.5 million. Based on these criteria, I obtained a list of 136 stocks. Judging from our list, it is absolutely true that many tech stocks do seem to have lots of cash and little debt. Recent surveys show Americans cooling to global warming, and they're even less keen on environmental policies they believe might raise power bills or imperil jobs.

Jul. 19--Ada County commissioners plan to spend $22 million less than last year, and they don't plan to increase the part of the budget funded by property taxes -- though Idaho law would let them boost it by 3 percent.
This is the fourth year the county has taken a pass on the allowed increase, but commissioners warn that since property values declined this year, the county's levy rate will increase.
But it's unlikely the county's portion of your overall tax bill will increase, commissioners said Friday.

Jun. 12--HOPEWELL TWP. -- During an event in Hopewell Township Thursday, Republican state Attorney General Tom Corbett rejected accusations that his probe into legislative corruption is simply a partisan witch hunt meant to boost his gubernatorial bid next year.
"We didn't go looking for this," Corbett, a Shaler Township resident, said shortly after arriving at The Fez banquet hall for a Republican Committee of Beaver County fundraiser.
Corbett, who has formed an exploratory committee for a possible run for governor in 2010, said his office responded to January 2007 stories in the Harrisburg Patriot-News about bonuses paid by legislators to staffers.

The Bureau of Economic Analysis earlier this month reported the personal savings rate hit 5 percent in January.
By May, the savings rate jumped to 4.8 percent, but began falling again between June and September.

Feb. 14--The World Bank has a history of withholding information that could embroil it in controversies, Senate Minority Leader Aquilino Pimentel Jr., said Friday.
The report said the World Bank concealed both its corruption probe and the investigation results from all other United Nations institutions, including those with contracts with Satyam.
He said that the World Bank should not do to the Philippines what it did in Albania and with Satyam, and submit to the Senate all reports relating to the blacklisting of three Filipino contractors.
