PGandE Hopes to Rebalance Rates

Oct. 23--Electricity rates paid by people who use the most power would go down at the expense of people who use the least under a new proposal by Pacific Gas and Electric Co.
This rebalancing of who bears the cost of producing electricity, if approved later this year by the state Public Utilities Commission, would reverse a 9-year-old rate freeze on the most frugal users.
Customers enrolled in PG&E's CARE discount program for low-income customers would not be affected.

The Sierra Club sued Bakersfield over The Canyons housing development!
I've mentioned before how AB 32 (requiring the state to reduce greenhouse gas emissions to 1990 levels by 2020) and SB 375 (requiring cities to plan in a more walkable, public transit-oriented manner) mean the sprawl party is over.
All that apparently hasn't phased the city of Bakersfield (and to a lesser extent the county of Kern) when it comes to pushing through more business-as-usual developments.

State's New Solar Panel Laws Add Incentives for Rooftop System Owners to Save

Oct. 14--Solar power got a boost over the weekend when Gov. Arnold Schwarzenegger signed bills that require investor-owned utilities like Southern California Edison to buy surplus solar electricity generated by homes, small businesses and by warehouses whose sun-baked roofs could be transformed into solar power plants.
The other enlists warehouses -- a resource that is particularly prevalent in Riverside and San Bernardino counties -- in the state's efforts to shift reliance from fossil fuels to renewable energy.
Currently homeowners with solar panels receive credits from their utility each month when their systems produce more electricity than they need and the excess is fed into the utility's grid.

Several New Laws Come Via Santa Cruz County Legislators

Oct. 13--Gov. Arnold Schwarzenegger, after threatening to put the legislative process on hold until the state's water woes were addressed, signed a number bills before Sunday's deadline, many authored by local lawmakers.
Among the matters pushed by Central Coast representatives were the elimination of a legal barrier keeping California from getting federal education funds, clearing up a longtime ownership issue at DeLaveaga Park in Santa Cruz and putting in place more checks on organic soil.
The crackdown on soil, initiated by Assemblywoman Anna Caballero, followed allegations that fertilizer companies were spiking their goods and was one of two legislative efforts authored by the Salinas Democrat regarding agriculture.

Schwarzenegger Vetoes Bill Banning 710 Above-Ground Freeway Option

Oct. 12--Among the bills that didn't make it past the governor's desk Sunday was legislation that would have guaranteed the decades-old gap in the 710 Freeway between Alhambra and Pasadena would be not be completed by a surface freeway.
In his veto statement, Schwarzenegger called the bill, SB 545, "unnecessary."
But South Pasadena officials, who have fought the 710 connection for decades because it would pass through their city, wanted the possibility of a surface route killed once and for all.

Oct. 6--Central Group of Companies, a leading retailer and hotelier, has restructured its organisation by putting a younger generation in charge of business management, says chairman Wanchai Chirathivat.
The SB is responsible for ensuring that the CMB carries out its management functions effectively, in compliance with the intention of the Central Group's board.
Suthichai Chirathivat is the SB chairman, Suthikiati Chirathivat is the vice-chairman, and Suthichart Chirathivat and Sudhisak Chirathivat are directors.

Oct. 5--WYSOX TOWNSHIP -- At its annual meeting this week, the Bradford-Sullivan County Farm Bureau passed a resolution asking the state Legislature to limit the size of the proposed state severance tax on natural gas and to earmark more of the tax revenue to local municipalities for road repair and other costs associated with gas drilling.
Robert Casey Jr. and Arlen Specter, urging them to block pending cap-and-trade legislation.
Also, at the meeting last week, Stacee Bellows, legislative assistant to state Sen. Gene Yaw, provided an update on legislation that Yaw has sponsored related to gas drilling and the Clean and Green program.
