Stories later this week will look at road paving, transit, and the city's main sources of revenue.
At the start of the century, the Parks, Trails and Open Space Division of Colorado Springs city government received $341,000 from the state Conservation Trust Fund, only a share of the millions of dollars of lottery proceeds going to the city.

Apr. 22--Two of three partners in a proposed $1.8 billion oil port off Freeport said Tuesday they have withdrawn from the project, but the remaining company involved says the plan will go forward.
Enterprise Products Partners and Teppco Partners, both affiliated with Houston billionaire Dan Duncan, said they were pulling out of the Texas Offshore Port System, a project announced last August that would allow two supertankers at a time to unload crude oil into pipelines 36 miles off the coast.
The remaining partner, Oiltanking Holdings Americas, said it will continue with the project.

Mar. 24--DUBAI WORLD TO GET FUNDING FROM $10BN BOND: The head of Dubai's finance department said today that funds from the government's $10bn bond will go to Dubai World, Dubai Holding and domestic firms in the emirate's sovereign wealth fund's portfolio, Reuters has reported.
GULF FINANCE HOUSE LEADS BAHRAIN MARKET GAINS: The Bahrain Stock Exchange (BSE) could not jump on the global bullish bandwagon, closing only 0.22 percent higher at 1,598.43 points.
Islamic investment bank Gulf Finance House (GFH) posted the biggest gain (up 4.62 percent).

Floating Port Off Texas' Freeport Coast to Aid Local Refineries

Aug. 19--Local refineries are looking to coastal waters outside Freeport as a new method to import crude oil -- one that will augment continued use of area ports while providing added flexibility and increased reliability.
Three companies announced Monday plans to construct a $2 million floating port and pipeline network 36 miles off the coast of Freeport in waters 115 feet deep.
The Texas Offshore Port System, or TOPS, is a joint venture of Enterprise Products Partners LP and Teppco Partners LP, both based in Houston, and Oiltanking Holding Americas Inc., a subsidiary of Germany's privately held Marquard & Bahls AG.

For the three months ended March 31, 2009, the Company reported net income of $1,370,000, or $0.05 per share basic and diluted compared with net loss of $18,841,000, or $0.93 per share, for the first quarter of 2008.
Revenues for the first quarter of 2009 were $29,793,000, compared to $72,637,000 recorded in the first quarter of 2008.
