      <description><![CDATA[&lt;ul&gt;&lt;li&gt;Oct. 28--The University at Buffalo will be one of five upstate universities working to develop a new nationwide independent insurance database of provider and consumer reimbursements for out-of-network medical care, Attorney General Andrew M.
