Credit Suisse is upgrading XL Capital (NYSE:XL) to Outperform from Neutral while raising target to $18 (prev. $13). Analyst notes they are upgrading XL for 2 reasons: - 1. Improving fixed income markets should lead to a strengthening capital position. (NYSE: XL) shares surged higher after Chairman Brian O'Hara involuntarily sold nearly 80% of his common stock on October 9th in order to meet a margin call. This isn't the first time such a disclosure was made either. Oct. 30--ABILENE -- When representatives of a Canadian company told Dickinson County commissioners four years ago that they planned to bring a pipeline straight through the county, there were some pretty big numbers thrown around.
The pipeline -- it's 2,000 miles long and will cost $12 billion -- would raise the county's taxable value, which in turn would boost the amount raised by property tax levies.
Sheila Biggs was a new member of the Dickinson County Commission.
